"Proposition 38 Is Neither Responsible Nor Focused" Reports the Sacramento Bee

The Sacramento Bee published an article on Proposition 38. Below are some of the highlights of the article.

    ...But Proposition 38, the sweeping voucher initiative on the November 7 ballot is neither responsible nor focused. Proposition 38 is a reckless experiment that would subsidize affluent parents who can already afford to send their children to private school – to the tune of $3 billion a year – without any assurances that families that most need educational alternatives would be able to find them, or afford them if they did.

    ...Proposition 38 would not, however, prevent private schools from rejecting applicants based on gender, religion, language skills, test scores or - - most worrisome – physical learning disabilities.

    …And there are serious doubts that private schools, which are thought to have fewer than 50,000 vacancies right now, could or would want to accommodate big new enrollments. Entrepreneurial ventures might spring up, including for-profit schools. But how eager would they be to accept ...those who don’t speak English well, who fare poorly on achievement tests or who have special needs? These are the most expensive and labor intensive children to educate, and they would likely be left to a public system with declining resources.

The California Teachers Association number one priority is to defeat Proposition 38. Phone banks are open at the MTA office Monday through Friday 9 a.m. - 5 p.m. and Monday through Thursday evenings. Together we can defeat the voucher.


Bargaining Chairperson Margie Granado (MPE) reported to Council on Tuesday that negotiations continue. The Board of Education has met once a week and discussed negotiations in addition to the scheduled meetings. Margie indicated that this showed good faith on the part of the Board members to settle the contract.

It was also explained that the team and the Executive Committee had expected to settle in early September, but issues regarding the budget has caused the team to take time for further study. The Council passed a motion supporting the team and the time it takes to settle on a fair contract.

Margie also reminded the Council that some of the negotiations for 2000-2001 were settled in 1999-2000 including raising the anniversaries, adding a 35th year anniversary, compressing the salary schedule (eliminating the A column) and rating members in with nine years of experience. These components are settled and have been included in pay warrants since August 1. The upcoming settlement will be retroactive to the beginning of the school year.

Open Enrollment Will Be Over…

Open enrollment concludes the end of next week. All changes from one insurance carrier to another must be completed in September. All changes must be made through the risk management department at district office. The three medical insurance options are

Kaiser

California Care

Blue Cross

All Bargaining Unit members are entitled to select among the three options.

This is also the time to add dependents and amend long term care coverage.
