WIN TWO AIRLINE TICKETS FOR ANYWHERE IN THE US PHONE BANKERS MAKE A DIFFERENCE IN CAMPAIGN '98

Many MTA members are now eligible for two airline tickets anywhere in the continental United States because they have made 50 contacts in the Campaign '98 phone banks. Fifty calls earn one chance at the drawing. Two drawings will take place, one on October 24 and the other on January 23. Many pairs of tickets are in the drawings. Also members can win one chance per 1 hour of phone banking for a $100 and $20 cash prizes from MTA to be drawn on November 17. Members are finding considerable success in convincing voters to not be misled by the deceptive wording of Proposition 8. Volunteers are also working hard to elect a pro education Governor, Gray Davis and augment our local bond with

CALENDAR SURVEYS HAVE OVERWHELMING RESPONSE

The Bargaining Team collected the calendar surveys on Friday, October 2 and reviewed them over the weekend. The overwhelming response from members was to convert the two inservice days into staff development days. Also the survey results discouraged extending the school year. The Bargaining Team offered the District a proposal on Monday, October 5, which reflected the survey results. The District and Association teams are currently discussing the issue. The Bargaining Team also put the first wage proposal on the table on Monday. The other outstanding issues are class size and early retirement. The Team hopes for ratification this month. Any settlement would be retroactive to the first pay warrant.

HOW CAN I ADVANCE ON THE SALARY SCHEDULE?

Members who are planning to advance on the salary schedule may wish to note the following information. The deadline to file a request for a change in the salary schedule classification with the Personnel office:

Traditional: Opening of School and/or January 31.
Year Round: June 30 and/or December 31.

There are three ways to advance on the salary schedule:
College units that would or could lead to a degree
Professional development units
District salary units

College Units: All units earned subsequent to the BA/BS degree must be upper division or graduate level units that would or could lead to a credential or degree, with a grade or at least "C" and from an accredited institution.

Professional Development Units: Course work that does not fit the criteria above for college units may be eligible for professional development units. Units will be granted for course work that enhances a teacher's current assignment if pre-approved by 2/3 of the District Salary Credit Committee. The
Instruction Division and the District Salary Credit Committee will develop a new form for pre-approval within the month.

District Salary Credits: These are credits that are unique to the Montebello Unified School District. District Salary Credits can be earned for staff
development activities conducted outside of the Board Day and for which the member has not been compensated. Fifteen hours of staff development equals one district salary credit. The Instruction Division and the District Salary Credit Committee will develop a new form for pre-approval within the month. District Salary Credit may be earned by

Staff development programs developed by the District or the Association (MTA
IPD activities.)
Individual staff development programs pre-approved by the District Salary
Committee.

Submit all applications for Professional Growth Units and District Salary Credits for pre-approval to the District Salary Credit Committee. The dates ofthe meeting are on Wednesdays:

No education experience required.
Job Title: Chief Inspector of the Schools

Responsibilities: Inspect the 7,982+ elementary and secondary school sites at least once every two (2) years.

Submit an annual report to the Governor. [Rank the schools on quality, weaknesses, test scores, etc.]

(Current School Site Accountability Report Cards mandated by state law already require this information.)

Interview: None ñ Appointed by the Governor. No approval by the Senate Required. No education experience required.
Term:Ten (10) years. (Plus full state retirement)
A Two-thirds (2/3) vote of all legislators needed to be removed from office.
Salary: No limits are set by the proposition.
Staff: Undefined number of staff. No requirements. Selected by the ìChief.î
No limits on salaries.
Funding: Current budget for the California Department of Education (CDE).
This ìinspectorî costs about $160 million in Great Britain, where schools are inspected every four (4) years. Our CDE general fund budget is only $37 million!

Question: Is this any way to "reform" the schools? Gov. Wilson seems to think
so. Too strange to be true? Read the text of Proposition 8 on the November
ballot.
